Issue Position: Addressing the Problem of Substance Abuse

Issue Position

Evidence both nationally and in Delaware has demonstrated that early substance abuse intervention with criminals who abuse drugs or alcohol is extremely effective in reducing the likelihood that those criminals will reoffend. I will encourage our legislature to take more decisive steps toward expanding the success of our state's "drug courts" by making "drug and alcohol free' status a strict condition of probation and bail for criminals and alleged criminals with established drug and alcohol problems, including those who drive under the influence. I will also work with the state to expand treatment programs for those who suffer from addiction but have not entered the criminal justice system.
